But at the same time, a grey area exists. Snake has killed. Wolf killed. Naomi, too. Julie has blood on her hands, but not as much as himself. Who is he to judge? He wants the world to be better. But this guy isn't doing things here. He was honest with his name, under... whatever in the water. Then he was honest with not aiming to do anything sinister, right?

And even then, it was worth having tabs on someone who could be involved in who knows what. He's smart, dangerously smart, like Ocelot levels. Hal already was willing to give himself to the Moonblessed who need Chroma to keep going. To withdraw that was against his compassionate nature, and sticking with his morals and words to the bitter end.
